Defense Program Brings Challenge to North Carolina
Henry Averill reports from Raleigh that rapid defense mobilization creates major burdens for the state. Labor Commissioner Forrest H Shuford cites rising child labor certificates, uncoordinated training programs, higher living costs, more industrial accidents, increased employment and wages, and new unemployment from scarce materials. He notes sharp rise in minors 16 to 18 obtaining certificates and warns of fading skilled-worker standards due to uncoordinated mass training.
