Labor leaders push for higher wages through unions, but NC remains the least unionized state. In 1974 only 6.8 percent of nonagricultural workers were members, well below the national average, with textile and manufacturing sectors proving especially resistant amid labor battles and decertification losses.

President Carter stayed noncommittal on whether Bert Lance should resign as budget director amid Senate investigations. He met with Omar Torrijos at the White House as Congress presses Lance over alleged bank overdrafts and improper use of Calhoun First National Bank.
In Charlotte a teen with a German rifle opened fire on black picnickers wounding four before killing himself. A church softball game player died. witnesses say the youth was obsessed with World War II and wore a swastika.
Police identify the shooter as 17 year old Kenneth Wilson of Charlotte, a East Mecklenburg High Junior, who opened fire at about 3 p.m. while 200 picnic attendees hid. Eleven shots were fired before Wilson killed himself with a throat shot. A Mauser rifle and a car linked to Wilson were found. Victims included Roosevelt Davis, 29, who died. Jo Anne Terry, 28, in surgery. Joseph Walker Jr., 29, and Larry Eugene Smith, 15, with injuries. Witnesses described a green shirt and swastika armband. Police offered no motive.
Hanafi leader Hamaas Abdul Khaalis is sentenced to 41 to 120 years for leading a 38 hour siege in Washington in March. Abdul Adam receives 44 to 132 years for stabbing two men at Bnai B’rith HQ. Consecutive terms apply to hostages while most sentences run concurrently.
