State urged to take over city street construction
Raleigh October 23. A seven member state municipal road commission recommends the state assume construction and maintenance of city streets as well as rural roads. The 14 page report says the state owes the same responsibility to urban citizens and rural residents. It outlines seven potential revenue sources to fund adding 7,000 miles of city streets to the 62,000 mile rural system. Sources include closing tax loopholes, increasing gasoline tax by one cent, moving the gasoline and kerosene inspection fee into the highway fund, higher motor vehicle registration fees, eliminating most gasoline tax refunds, transferring the six percent gross receipts tax on utility buses to the highway fund, and financing parole and probation operations from the general fund. The commission notes savings if local cost sharing for paving is encouraged and recalls 1931 when the state took over rural and arterial roads.
