The Chinese Communists use tanks on the western border and push deeper into eastern India near Burma as fighting widens along the Himalayan frontier. Four more posts fall in Ladakh while India seeks support from Bhutan and Sikkim as Nehru tightens ties with Himalayan neighbors.
James R. Hoffa and Robert E. McCarthy Jr. sought Supreme Court review of a Florida grand jury indictment on mail fraud, claiming officials, including President Kennedy, biased the jury with inflammatory publicity. Justices White and Goldberg took no part.
The Supreme Court agreed to review a North Carolina ruling barring enforcement of a union shop for non union employees of Southern Railway. The case centers on use of union dues for political causes and possible refunds for objectors.
President Kennedy asked for a TV address at 6 p.m. EST on a subject of the highest national urgency. He scheduled National Security Council and Cabinet meetings and summoned congressional leaders. Salinger said networks were asked to set aside a half hour.

Rescue crews recovered 20 bodies and 48 survivors from the Norwegian coastal liner Sand Svithun after it grounded 4 miles south of Nordeya Lighthouse in gale winds. The ship, on a Bergen to Kirkenes run, carried about 50 crew and about 45 passengers.
At the United Nations General Assembly the debate over seating Communist China resumes as the Soviet Union seeks to replace Chinese Communist delegates on all UN bodies. Liu Chieh argues the mainland regime is repudiated by refugees and aggression against India. Adlai Stevenson will speak after Zorin, with India likely voting for the Soviet proposal yet staying away from the floor.
