Paris reports cabinet members handed in resignations to Premier Paul Ramadier over France's grave economic situation. Ramadier, staying in place, aims to form a new government despite uncertain success as he recalls the national assembly for a special session.
Luckman convened his seven member executive committee to decide on a poultryless plan to save grain for Europe. They weigh a proposal promising 16.8 million bushels saved November through January plus 16 million more through a feed conservation drive. The decision rests with the committee after cabinet review.
The report notes labor demands for a 57 percent monthly wage hike and other issues pressuring the cabinet to act. It cites the nine-nation communist information bureau in Belgrade and De Gaulle's municipal election gains as factors shaping a altered political scene. In New York last night a tall man in an army jacket shot a group on a Greenwich Village stoop near Bleecker Street, killing two and wounding two others before calmly walking away. Police described a panic as crowds fled from the scene and bystanders sheltered from the gunfire.
In Baltimore on October 22 the International Typographical Union argued that it is not the NLRB or courts to judge the reasonableness of its proposals to 22 local print shops in the Baltimore area. Gerhard Van Arkel, ITU counsel, spoke at the NLRB examiner hearing examining charges that the ITU and Baltimore local 12 violated the Taft Hartley act by failing to bargain in good faith with the Graphic Arts League.

A massive forest fire along a five mile Maine coast destroyed nearly 200 buildings in Goose Rocks Cape Porpoise and Kennebunkport districts. Firefighters, backfires, and winds limited spread to 15 miles, with Kennebunkport spared. 5,000 firefighters battled the blaze as New Jersey and New Hampshire also reported fires in regional forests.
A head on collision between a Soo Line passenger train and a Northern Pacific freight near St Paul injures 22 people including 17 passengers and five crew. Freight engineer J A Ritchie is listed in serious condition after being thrown about 25 feet. A passenger car telescopes a freight boxcar and several cars derail but stay upright. Fireman George Dick is rescued after being buried under debris.
In Salisbury on October 22 the China Grove school district ordered all schools closed to curb infantile paralysis. Health officer Dr. C W Armstrong said closures would likely last through the month, affecting China Grove high school and three elementary schools. A first grade class at China Grove elementary was quarantined for two weeks after two pupils tested polio positive.
In Florence Alabama on October 22 farmers voiced strong support for the current farm program including price support acreage controls and soil conservation. House agriculture committee chairman Clifford Hope said southern farmers show near unanimous approval and urged continued soil protection and rural electrification.
The Bureau of Agricultural Economics forecast higher prices for several commodities in 1948 as the Citizens Food Committee meets in Washington to decide on poultryless Thursdays. Meat per capita is expected to drop about 10 pounds from 1947, with dairy and grain prices likely rising in early 1948 before easing in the second half.

In Dillon South Carolina two Rockingham North Carolina residents died when their car collided with a northbound Atlantic Coast Line passenger train. Harold Lloyd Clark 22 assistant manager of a five and ten cent store and Dolores Williams 19 were killed. W O Horn 15 Rockingham High School student was injured. Clark was the son of Mr and Mrs Jesse Clark of Rockingham.
In Natchitoches Louisiana hospital officials say Rosa May Phanor gave birth to four girls weighing about three pounds each. One infant died shortly after birth. the remaining three are expected to survive after early feeding and care by attendants.
President Truman declines to disclose the Civil Service Commission loyalty records to the House Expenditures Committee. In a letter to Rep. Moffman he states the files are maintained on a confidential basis.
