DETROIT AP. With major terms set, Ford and the UAW worked to finalize a three year contract ending a 45 day strike. The talks center on the cost of living escalator clause and wage gains with proposals for a minimum three cent raise and an eight cent ceiling in the last two years. Reuther seeks broader gains to raise the value of the escalator toward one dollar an hour. The union already won wage increases totaling 43 to 59 cents over the period for most workers and 79 to 95 cents for 20,000 skilled tradesmen among 160,000 strikers, plus enhanced pensions and pay boosts in years two and three. The escalator, dating from 1948, would adjust pay with inflation.
In Hanoi Premier Pham Van Dong and foreign minister Nguyen Duy Trinh insist there can be no talks with the United States unless bombing stops. They say talks must be about cessation of hostilities, not negotiations, and that any meaningful talks depend on U.S. action. The regime remains tough, confident, and prepared for a long war, while rail and road links to Haiphong and China continue functioning.
