Saigon reports President Nguyen Van Thieu said South Vietnam fired on a Russian intelligence trawler that entered 12 mile territorial waters near Da Nang. Thieu asserted the action followed intruder behavior and dismissed potential international repercussions. U.S. and Soviet spokesmen offered evasive or no comment as naval crews monitored the incident.
London reports outline rival peacemaking proposals from the United States and the Soviet Union. The Soviets seek a Big Four commission with a UN force to supervise phased Arab-Israeli peace, while the United States favors frontier adjustments, Gaza status, and demilitarization of occupied lands. Laotian generals led by Maj. Gen. Vang Pao claim victories, yet unofficial figures suggest over 20,000 NVA left Laos in September amid bombing pressure and military actions.
