City leaders urge immediate public input on a proposed $6,000,000 hydroelectric project with a December 15, 1938 deadline to begin work and a June 15, 1940 completion target. Mayor Grayson and eight council members back a round table of local business leaders to gather opinions before a mass meeting.
The National Labor Board ordered Republic Steel to reinstate about 5 000 workers who went on strike in 1937 and to stop interfering with labor organization. The decision cites unfair labor practices and allows deductions for waiting wages while remediations are calculated.
The State Eugenics Board in Raleigh announced that 17 sterilization operations on mentally defective persons were approved. Fifteen white women and one white man, one Indian woman, and one Negro man were listed. 15 operations authorized.
A Raleigh attorney for the Republican party said state law gives elected boards access to applicants for absentee ballots. The claim followed a protest by a county election board member who said he was denied access to the records.

He criticizes changing farm policy, calls for constitutional limits on the presidency, and notes farmer purchasing power has fallen. He singles out Agriculture Secretary Wallace’s frequent policy shifts.
North Carolina state hospital for the insane asked the advisory budget commission for large increases for 1939 41 and 1940 41. Other institutions including Goldsboro caswell Morganton and the school for the deaf and blind also sought higher appropriations and permanent improvements. The Greater University asked for 3 847 978.
North Carolina's Supreme Court could duck the Deane Burgin mandamus case over the Eighth District congressional race. Legal circles predict the court may rule motions out of order and return the matter to lower court, avoiding direct certification fights while the Democratic group weighs its options.

In Berlin Col Charles A Lindbergh received the order of the German Eagle from Hermann Goering at a reception honoring Lindbergh arranged by US Ambassador Hugh Wilson. Hitler ordered the decoration as a token of esteem for Lindbergh’s contributions to aviation. The award was presented in a simple, unceremonious moment with Lindbergh silently accepting the honor.
A federal court heard Guenther Rumrich describe a plan to forge President Roosevelt's signature on White House stationery to obtain Navy plans. He testified against Erich Glaser, Johanna Hofmann, Otto Voss, and others, noting potential money if the scheme worked.

Heavy concentrations of Czechoslovak troops remained along the Danube awaiting the next move in the border dispute over Czech territory inhabited by Hungarians. A Budapest spokesman said negotiations would resume through diplomatic channels amid reports Germany signaled possible concessions. A cantonment near Komarno housed troops, artillery and rifles along the border with Komarom as trucks moved into nearby areas.
