Raleigh lawmakers prepare for a special session to push a redistricting bill that would reallocate Senate seats by population in Mecklen burg Guilford and Forsyth counties. The plan faces Senate resistance and potential constitutional amendment talk, with a statewide referendum possible for final enactment.
The General Assembly opens a new redistricting push in a special session with a consensus bill from the Sanford administration proposing 37 Senate districts. The plan reverses numbering, creates 24 one senator, 12 two senator, and one three senator districts and realigns counties across the state. A January referendum on a constitutional amendment remains possible if lawmakers approve, else it would wait until November 1964. a separate bond issue for a $100 million state school measure may be timed for late winter or spring.
CHARLOTTE AP The self murder trial of 22 year old Mrs LilIian Dean Watts Self ended in a hung jury in Gaston County. Judge Hugh Campbell declared a mistrial after jurors reported it hopelessly deadlocked at 11 for acquittal and one for manslaughter. Bond set at 12000. she jailed pending bond raise. Family present during long deliberations.
Senator Barry Goldwater refused to debate the Republican party platforms with Governor Nelson Rockefeller, saying he would only discuss party principles rather than Kennedy administration policies. Rockefeller urged intra party debates on specific programs and vital issues before the American people.
Soviet blockade halted the Berlin convoy after U S troops refused to dismount for a head count at Babelsberg and Marienborn. Lt. Raymond C. Fields described the clash to aid West Berlin entry, and the armored Russian captain hesitated as the barrier rose. The outgoing convoy proceeded to Babelsberg with morale high and willingness to stay.
The Kennedy administration said the Berlin convoy incident stemmed from a genuine Soviet misunderstanding and caused no lasting damage to East West thaw. President Kennedy learned the convoy had been cleared after a 48 hour delay as Secretary of State Rusk pursued talks and both sides avoided a broader crisis.
Candidate L Richardson Preyer, former federal judge, joins a 200 strong Eastern North Carolina group on a weekend trip to Washington. He plans to campaign actively in the region, meet voters, and present a positive program while emphasizing independence. Gov. James F. Robinson 23, son of former Curtis Publishing vice president, was found dead in his Swarthmore home. Autopsy cited strangulation by a web belt and bedpost, with restraints including chains and tape. No signs of struggle. watch and $142 recovered. no official comment.
