U S officials study retaliation after Moscow demands Kennan’s recall. Acheson forecasts a sharp protest note to the Kremlin and suggests the Moscow post may stay vacant as a sign of resentment. Possible expulsion of Zarubin discussed but no move planned.
A House subcommittee report on a 12 day tour of 15 bases in eight states criticizes the armed services for prioritizing speed and frills over economy in base construction. It notes boulevard style street lights at 100 foot intervals and calls for closer service liaison and unified standards.
BUGGS ISLAND Virginia power has begun at the John H. Kerr Dam with a limited output, but full turbine generation is expected this fall. The 87 million dollar project will benefit the Roanoke River Basin across Virginia and North Carolina with power flood control soil conservation and recreation. Army Lt Gen Lewis A. Pick predicts the plant will attract industry and create jobs while contributing to national defense with an annual 410 million kilowatt hours. President Truman denounces Dwight D. Eisenhower as the saddest spectacle of a man and blasts Nixon as unworthy to lace Warren's shoes. He accuses the GOP of surrendering to narrow short sighted polices during a 8,500 mile campaign tour.
United Nations Sabre jets downed two MiG-15s and damaged five more during a strike on a North Korean military academy 25 miles southeast of Pyongyang. Fifth Air Force called the operation a good result though smoke hindered full assessment.
Detroit Police Commissioner Donald S. Leonard ordered officers to load their weapons to capacity after learning officers had been loading only five bullets in six-shooters since an accidental discharge 30 years ago. He said modern guns should fire six times.
A Republican truth squad followed President Truman to San Francisco to counter his attacks on the GOP. Senators Homer Ferguson, Bourke Hickens, and Francis Case, arriving from Seattle, said they would answer charges as Truman spoke and accused him of using propaganda.
The first autumn frost touched parts of North Carolina with 29 degrees in Asheville and frost in Greensboro Winston-Salem and Raleigh. Midwest and Northeast report sub-freezing readings while Eastern areas remain mild. A double-barrelled cold front from Canada is forecast to reach the Carolinas by Monday with snow flurries in northern regions and a wide temperature swing across states.

Col Aubrey D. Smith chief of the planning and logistics section at Clark’s Far East Command died in Tokyo Army Hospital after a stabbing at his Washington Heights home. He leaves two children and is a West Point graduate awarded the Legion of Merit, Silver Star, and Bronze Star. His widow is the prime suspect per an Army investigation.
Eastern Middle Old and Border Belt markets showed mixed results with Old Belt steady to slightly lower, Middle Belt up for lower grades, Eastern Belt steady, and Border Belt unsteady. Sales ranged from medium to heavy across the four belts. BELMONT A fatal head on collision near here at 7 am killed William Riley Brewer Jr 26 of Cramerton and Hazel Gamble Hubbard 36 of Belmont. Brewer died on arrival in Charlotte hospital Hubbard died at Gaston Memorial Hospital in Gastonia. No eyewitnesses were reported by highway patrol.
Raleigh-North Carolina posted a total of 11 442 044 in August building permits up two million from the state Department of Labor total. Highlights include new residential 6 902 865 non residential 81 850 and additions alterations and repairs 1 657 329. Durham led the state with 2 401 855 followed by Charlotte 1 319 496 and Raleigh 1 120 195.
The State Utilities Commission approved Raleigh Hickory Telephone Co to issue one million dollars in bonds for construction and refinancing. Jefferson Standard Life Insurance Co. will buy the bonds at 4.25 percent interest, maturing September 30, 1977. The company serves Hickory Falls Hildebran and Valdese.
Ben F Ward, 31, convicted of raping an 18 year old girl, remained jailed in Central Prison when he asked to be baptized. He was later immersed at Thanksgiving Baptist Church on Highway 42 with Wake Deputy Allen Holmes present, Ward saying he sought forgiveness for the sin of murder.
Raleigh report notes North Carolina State College welcomed a first student to the Raleigh campus as Sellene tele celebrated its 63rd anniversary. W. W. J. Mathews, an 82 year old retired Goldsboro contractor, became the first man to register in the original 1872 class and one of the 19 members who graduated.
In Reidsville UP report farmers voted to back a crop reduction and reduce tobacco acreage next year amid low prices. Old Belt growers plan another protest meeting at Winston-Salem next Friday to press for action.
Sir Roger Makins, a 48 year old career diplomat and son in law of the late Dwight F. Davis, has been named British ambassador to the United States to succeed Sir Oliver Franks. Makins, an economics expert with previous Washington posts, will assume the post late this year or early next.
President Eisenhower prepared a major foreign policy statement while facing Truman criticism during a whistle stop tour. He campaigned with Senator McCarthy in Wisconsin and condemned subversives, arguing that soft policy fostered contamination across government and aided Western defeat by exposing a clash between political and economic democracy.
