North Carolina teachers test minimum under dispute
The 950 of 1800 NTE cutoff for teacher certification was ruled unconstitutional for racial discrimination by a federal panel last August. The state board seeks an ETS minimum score to limit back pay liability while continuing its own testing. About 15,000 applicants since 1964 faced the exam. over 30 percent of Black test takers and 2 percent of white takers failed to meet the minimum. Damages could reach around two million dollars.

Fire Ant Spraying Postponed in North Carolina Counties
In Raleigh AP reports the U S Department of Agriculture refused to pay half the costs of Mirex aerial spraying for fire ants across Onslow Duplin and Lenoir counties. Without funding the plan is delayed at least until spring as EPA cautions limit harm to marine life while ground application remains allowed.

HEW Drops Vet School Battle in Raleigh
AP reports HEW shifted from opposing locating a North Carolina State vet school in Raleigh to a more neutral stance.
