A sequence of two strong quakes in Santa Rosa left at least 24 injured, two houses ruined, and infrastructure damaged. The temblors, felt as far as Gilroy, caused power outages and gas and water main breaks, with hospitals treating cuts and one possible neck injury.
Police and sheriff's deputies sealed off a 15 block area in downtown Santa Rosa to curb looting after windows were broken in several stores. Civil Defense chief Jake Hornie described 50 foot flag poles swinging violently, clanging as they struck each other. Saigon AP reports the weekly American combat deaths fell to 95, the lowest in two years, amid a three week lull. South Vietnamese casualties rose to 308 as enemy losses declined to 2,382. American wounded rose to 1,315. US commanders expect low activity with sporadic high points and continued heavy B52 raids along the Cambodia border. North Vietnamese assaults near the DMZ killed two Americans and wounded 29, with 18 enemy dead.
The GOP pushes for a setup in criticizing Nixon's Vietnam policy while opposing a Senate moratorium. Sen Robert Griffin argues for framing support for the President amid North Vietnamese government changes as Democrats resist. Sen Eugene McCarthy planned to back student campus protest plans for October 15.
Caspar W. Weinberger California’s top fiscal officer said he would become chairman of the Federal Trade Commission. He pledged a strong consumer protection drive, especially for the poor, with a White House announcement expected soon. Weinberger will leave his state finance post December 31. the FTC job pays $40,000 annually.
In Washington the President faces rising GOP resistance to nominating Clement Haynsworth to the Supreme Court. Senate whip Griffin reportedly urged withdrawal while Edward Brooke publicly called for stepping aside citing an emboldened anti-Haynsworth bloc. Brooke said many Republicans oppose the pick and warned of a tough vote.
Paris AP United States and Saigon urged Hanoi and the Viet Cong to negotiate directly with the Saigon government on South Vietnam s future. Ambassador Lam reiterated elections with Viet Cong participation and urged the Communists to recognize the Republic of Vietnam as the legitimate government. Lodge condemned the rebels for refusing meaningful talks with the elected government, stating observers would view it as inconsistent with negotiations.
White House sources say FBI Director J Edgar Hoover shows no sign of retiring on his 7th birthday January 1. They see no evidence to support renewed talk of Hoover stepping down soon despite past debates sparked by Johnson's 1965 retirement waiver and Nixon era discussions.
