NATO military leaders delayed any decision on West German rearma ment until their next meeting in Paris in mid December. The communique said ratifications of agreements on West German participation must precede formal consideration.

Memphis Tenn Junius Irving Scales tagged by the FBI as a Communist party leader in Tennessee and the Carolinas waived a preliminary hearing and was ordered returned to patrol North Carolina to face trial on charges under the Smith Act. U.S. Commissioner Leslie Nicholson said Scales would be returned to North Carolina as soon.
President Eisenhower said the United States must not misread Soviet peaceful rhetoric as a change in aim, asserting Russia seeks world revolution and a centrally controlled state. He cautioned Knowland’s questions and emphasized vigilance, alliance consultation, and two thirds Senate approval for binding agreements.

Peiping radio in London announced the conviction of 22 individuals including Col John Knox Arnold Jr and Maj William H Baumer of the U S Air Force with 13 Americans among them. The broadcast spoke of four to five year terms for the spies and linked Downey and Fecteau to CIA recruitment in 1952.
Secretary of the Treasury George M. Humphrey and QUITANDINHA announced changes in U S economy policy at the Inter- American Economic Conference. President Eisenhower read a message urging a good partner partnership and substantial foreign lending to Latin America. Delegates viewed the new plans as a broad reform, with the United States pledging generous support to viable aid requests.
