Washington The nations 228 Catholic bishops issued a 3000 word annual statement through the National Catholic Welfare Conference decrying moral decline in the United States. They blame secularism in schools and media culture for eroding religious belief and moral guidance among youth.
President Kennedy spoke at a $100-a-plate Democratic rally in Hollywood urging Americans to shun discord and voices of extremism. He warned of foreign based communism and cited groups like the John Birch Society as a threat while noting the need for responsible patriotism and confidence over suspicion. The West Coast stop closed his five day tour as he prepared for Mass in Washington and a visit with Peter Lawford.
Clarence Mitchell of the NAACP protests that federally funded Area Redevelopment relief programs in the South exclude Negro representation and risk institutionalizing racial segregation. He cites a November 14 letter to the secretaries of commerce labor and agriculture and to the agency as the basis of the complaint.
Sam Rayburn was laid to rest in Bonham Texas with President Kennedy Eisenhower and Truman attending. The Service at First Baptist Church and burial at Willow Wild Cemetery drew thousands as Rayburn’s 48 year House career and 17 year speakership were honored.

David L. Shondell, an 18 year old Lima Ohio sailor aboard the USS Thor, planned a bank holdup in San Francisco after a tour off Alaska. He attempted to buy a revolver, bought a toy gun, lost $800 in shipboard gambling, and told officers he would hit a California bank on Saturday.
New York AP reports Gov Nelson Rockefeller and wife Barbara announced their divorce triggering questions about the 1964 presidential race. No comment was available from the governor or first lady as aides note Rockefeller plans to seek re election. Political insiders note no divorced man has won the White House.
Gen Rafael L. Trujillo Jr. quits as head of the Dominican armed forces and leaves the Dominican Republic amid a political vacuum feared to mirror the dictator father’s assassination. The government cited personal reasons and did not name a successor, while U S warnings noted the possible plot by two uncles to seize power.
In Atlanta Goldwater accuses President Kennedy and his administration of indecision at home and abroad and labels regional conferences as sales talks. He warns of dangerous leftists and names Udall Goldberg Bowles Galbraith Schlesinger and Reuther as prominent figures in the Democratic camp.
The Communist Party of the United States formally refuses to register under the Internal Security Act of 1950. Atty. Gen. Kennedy said the party sent a Nov. 10 notice claiming privilege against self incrimination and that the department rejected each claim. If not registered by Nov. 20 officers must register within 10 days, with penalties up to 10 000 per day and five years in prison for officers per day.
