Victory Plan Aims Central Control Of War Production

The measure would sever private business ties and forbid salaries beyond those from the office. Advocates urge immediate overhauls to speed production amid shortages and interagency competition. Bernard Baruch is cited as a model for consolidating procurement under one head, with most hearings planned as closed to protect war secrets.
