Courts Studied Threat Of Prison Appears Light

A Raleigh study of Charlotte Mecklenburg County courts shows that 38 percent of burglary and larceny defendants had charges dropped by the prosecutor before trial and another 13 percent had other court action leading to dropping the charges. The research by Stevens H. Clarke and Gary G. Koch argues prison alone deters crime and that many suspects avoid serious punishment. If patterns hold, deterrence in North Carolina urban areas is weak.
