Old Everything Reorganization Of State C D Expected After Douglas Quits
Ben E. Douglas, state director of the Office of Civilian Defense, will retire January 1 and return to Charlotte. Reorganization likely includes two major appointments, possibly Valentine and McMillan, with the program expanding from air raid and fire wardens to a broader Citizens Service Corps role and educational services. The governor withheld names, but strong Legion ties are anticipated in replacements. Rail weight minimums: more than 300 railroads cooperate to enforce a 10 ton minimum, nearly doubling loads per car versus last year.
