Sanford Avoids Linking Bond Vote To Little Federal Plan
Gov. Terry Sanford decided not to call a $100 million state school bond referendum on Jan 14 to avoid political risk. Supporters feared opposing the little federal plan for legislative apportionment could doom the bonds. The decision kept the bond and the constitutional issue separate for potential turnout and clear merits.
