State Reaps Gains From Shrewd Bond Trading
North Carolina has cut net public debt by 102.6 million over ten years while population rose, reducing per capita debt by over 25 percent. Local debt shrank from 362.4 million to 299.4 million aided by bond swaps orchestrated by State Treasurer Charlie Johnson and Local Government Commission chief W. E. Easterling under the federal municipal bankruptcy act. Refunding issues and callable clauses lowered interest costs, exemplified by Elkin's 1948 400000 refunding bonds at 2.93 percent, saving 244061 for residents as deficits decline since 1936.
