Washington officials report the agriculture department will lend 50 cents per bushel on this year’s corn crop with loans on farm stock under 14½ percent moisture. Secretary Wallace to announce details soon aligning with earlier loan programs.
Reports from London say Spain's insurgents are forming a sea and air blockade along the eastern coast to starve Valencia and Barcelona of food and munitions. Generalissimo Franco aims to use Mallorca based aircraft and Naval units commanded by Vice Admiral Fernandez to cut external aid routes while attempting to split Valencia from France. A British merchant ship Jean Weems was sunk by an insurgent bombing plane en route to Barcelona, signaling a stricter blockade.
Voters in 15 states cast ballots in off year races for mayors in over 30 cities, legislatures in five states, governors in Virginia and New Jersey and four New York and Virginia congressional vacancies. About 240 Chest workers began a two day drive to raise 39157.66 for the 1937 goal. The campaign launched at a First Methodist church dinner with City Schools Superintendent Charles F. Aviation Chief Mate Boyd W. Orrell, 37, was found dead in a seaplane at French Frigate Shoals during exercises 550 miles from Honolulu. Officials say death likely from gas fumes. Orrell, a North Carolina native, served since 1919 with a spotless flying record and held numerous commendations. He married Evelyn Campbell of San Diego in 1930 and had been stationed in Honolulu and Norfolk before expected retirement in 18 months.
Senator Gerald P. Nye says forces that destroyed America's neutrality 20 years ago are at work again. He cites trade pressures and Sino-Japan tensions as temptations to abandon neutrality, contrasting with a self styled new quarantine policy.
In Butler Pennsylvania a Halloween party escalated to a fatal stabbing leaving Dorothy Bush, 19, and Mrs Florence Tait dead. A third victim, Floyd Tait, 20, was seriously wounded along with Mrs Hilda Seymour who called police to the scene. Police said the group had returned from a party and changed costumes when the quarrel began with Mrs Seymour reporting that Floyd Tait stabbed his mother.
Carl D. Smith of Charlotte died at a local hospital after a 6:30 pm crash on Homestead Avenue. Four companions were injured, with Cain brothers suspected as the drivers. Otis Cain remained hospitalized with a broken clavicle, while Hulin and Carl Cain were treated and released.
Norman H. Davis declines an unofficial bid to preside over the Brussels conference on the Sino Japanese conflict. He remains head of the American delegation opening tomorrow. Stanley M. Bruce of Australia had presided at the 1936 Montreux conference.
In Port Huron Michigan on November 2 sheriff deputies and postal inspectors killed two Detroit hoodlums during a post office raid at Smith's Creek. Police identified one as John Novak alias Shorty Jack, 38, and the other as Edward Scherer. A local officer had suspected a holdup last Saturday, aiding the raid. The robbers were trapped after breaking a window, and a tear gas bomb preceded gunfire.
Senator Josiah W Bailey accuses the agriculture department of seeking absolute control over farms and Washington of shaping laws to regulate nearly every business and industry. He warns that the push to interpret the general welfare clause and commerce clause would erode local self government and empower a federal board. He also questions presidential influence over court interpretation.

Odie Joyner, 21, of Wayne County died when a roadster overturned on a dirt road about midnight. State Trooper T Burdette reported Joyner was thrown from the vehicle as it rolled about five times after hitting a soft spot, suffering a fatal neck fracture. The accident left Joyner dead at the hospital and marked Nash County s eighth highway fatality in six weeks.
British Ambassador Sir Ronald Lindsay conferred with Sumner Welles on arrangements for the Duke and Duchess of Windsor’s forthcoming U S visit. An eight to ten hour stay in Washington includes a reception by President Roosevelt and inspection of government housing projects of interest to Edward. George Summerlin will accompany the royals from New York to Washington on November 11.
