Senate Finance plan broadens tax base to include corporations

A new tax framework aims to tax wealthy individuals and corporations, with Finance proposals less harsh on tax abuses than the House. It covers mineral depletion, farm losses, capital gains, conglomerates, banks, and savings institutions. Real estate depreciation gains are aligned with the House, adding about 1 billion in revenue, second only to a 3.3 billion lift from repealing the 7 percent investment tax credit. The measure softens taxes on foundations but introduces a 40 year life limit absent in the House plan.
