Holshouser Frees Few Prisoners
AP report notes Gov. Jim Holshouser is seen as reluctant to commute life terms. Paroles Board policy tied lifer release to commutation and work release. A new pilot would permit lifers after 12 years for good records and tests, while Holshouser has commuted few sentences since 1973, leaving inmates like Mattie Jackson with slim chances for release.
