Baseball rules on overrunning bases and liability
The passage explains baserunning rules for overrunning first and third bases. A runner who overruns first in passing and returns to it without advancing to second is not put out, provided no attempt to go to second is made. If a runner overruns third and then tries for second but believes he cannot reach it, he may be retired if touched with the ball before returning. The exemption ends as soon as the runner attempts to go to second.
