Ervin Proposes Amendments To Bail Laws

Sen. Sam J. Ervin of North Carolina introduced three amendments to federal bail laws in Congress. He said the changes would extend anti poverty goals to criminal justice and combat bias against the poor, arguing the current system violates the Sixth Amendment by setting excessive bail. The first amendment would allow indigent defendants to be released on a personal guarantee and prevent denial of bail solely due to inability to pay.

Cost Data Book Guides Guilford County Revaluation

A county wide effort used a 1963 Guilford County Cost Data Book from Associated Surveys to estimate replacement costs for 135000 parcels across residential, commercial, industrial, and farm uses. The process set land and structure values, applied depreciation to reach sound values, then used 70 percent to determine taxable values, with a general upward trend in land and building costs and a possible lower tax rate to offset the revaluation impact.
