President Eisenhower leaves for Paris with slim hopes for progress as the U2 spy plane incident provokes Western protests. Khrushchev arrives as diplomatic strains rise with Norway and allied leaders over aerial surveys and a planned summit.
Senator Stuart Symington urged an end to economic scarcity policies in a speech to 300 labor unionists at Rutgers. He framed the talk as part of a national bid for the Democratic nomination, while New Jersey delegates ponder their first ballot support, with some hinting at Meyner as a favorite son.
Fidel Castro said a Cuban coastguard boat fired on a U S submarine in Cuban waters on May 6 near Matanzas. He alleged nine U S Navy vessels were sighted near Cuba from May 6 to 11 and charged the light cruiser Norfolk violated three mile territorial waters in blackout conditions.
San Francisco faced its worst riot since V J Day as about 200 demonstrators jammed City Hall for a House subcommittee on un American activities hearing. Over 400 police used clubs and fire hoses to restore order injuring 12, with 66 arrests. Mayor George Christopher urged crowds to obey the law as the hearing continued amid chaos.

An aide to Gen Laurie Norstad says the NATO supreme commander is unaware of any plan to enter U S fall elections as a Republican against Hubert Humphrey in Minnesota. A Nixon emissary was allegedly involved, which Norstad's aide and Minnesota GOP chairman deny as untrue.
President Eisenhower says the depressed areas bill he vetoed remains more objectionable than the 1958 version and he doubts Congress can override. He prefers a smaller measure such as the administration's 53 million dollar plan, while Sen. Kennedy pledges to push similar aid if the veto holds.
AP reports detail Khrushchev private talks showing a mix of temper and restraint. He sizes up opponents, shifts to quiet persuasion or table thumping as needed, and often masks tactics with suave phrases. At Camp David he pressed for flexibility while Eisenhower urged practical dialogue.
Sen. John Kennedy said he prefers the people’s endorsement over party figures as he shifts his presidential primary bid to Maryland’s northeastern counties and the Eastern Shore. He spoke at Havre de Grace City Hall with Gov. J. Millard Tewes backing him, marking his first stop in the area.
