San Antonio and Corpus Christi officials ordered sweeping closures and restrictions as four people have died and fifteen cases are reported in San Antonio. Corpus Christi reports four cases with a patient in critical condition. Health boards closed schools churches theaters parks and public gatherings for two weeks. Public health teams began cultures, while DDT was planned to fight insect carriers. Suspected entry by returning servicemen noted as a possible source.
In Fort Mill South Carolina Leroy Springs II 21 and Sidney B Mahaffey 40 manager of a Lancaster airport perished when a BT13 Boeing trainer crashed after towing a glider from Coulbourn airport. John Taylor of Lancaster escaped uninjured. Springs father survived. Mahaffey a major in the air patrol.
John W. Bailey, 38, publisher of the Bureau County Republic, and his three children perished in an early morning fire that destroyed their home near Princeton Illinois.
President Truman invites Herbert Hoover to travel to South America as food ambassador to rally nations in the food crisis. Press Secretary Charles G Ross said Hoover accepted and will go within weeks, following praise for his work at the conference.

Prime Minister Jose Giral of the Spanish government plans to present a voluminous report and documents before the United Nations to argue that the Franco regime threatens world peace. Associates of Giral arrived from Paris to press the case.
Dr. Jose Giral in Paris presented to the United Nations subcommittee a document from the government in exile alleging the Franco regime is pursuing atomic energy with German scientists. The May 13 New York report cites official Spanish exile sources asserting this threat.
Giral said he would submit a 350 page report to the United Nations and seek to address the UN subcommittee investigating the Spanish question. Officials noted the five member panel may not hear him today as no hearing request had been received. He warned in remarks that inaction by the Security Council could trigger another civil war in Spain.
President Truman summoned top army and navy leaders for a 3:30 p.m. conference on unification of the armed forces. White House press secretary said the meeting aims to promote unification and not sabotage it, with figures including Secretary Patterson and Admiral Nimitz among those invited.
Gov. Cherry urged North Carolina automobile dealers to support President Truman’s highway safety initiative. He proposed periodic vehicle inspection and stronger operation rules coordinated by state stations and police checks. He stressed federal, state and local unity in the nation’s largest highway program.
Southern AFL leaders pressed to end the one party system in the south and seek an FBI probe into the wire cutting that cut William Green off the air. At Asheville a $100 reward was offered for the culprit as authorities questioned electricians and the auditorium scene. The convention backed negro voting, urged a two party system, and planned a southern organizing drive led by George Googe.
Internal Revenue officials estimate about three of every five filers will receive refunds from 1945 income taxes, averaging around $1,250,000,000. Some 30 million of 50 million filers would get refunds, completed by July 4, with last year’s totals for 1944 refunds amounting to $1.1 billion. The government aims to cut interest costs by speeding refunds.
SIMLA India May 13 The British cabinet mission admitted failure of an eight day conference with Moslem and Hindu leaders on independence for India. The conference ended in complete breakdown yesterday dealing a severe blow to hopes of a quick transition to self government. Two communiques gave no reason for collapse but indicated Moslem demands for an independent state contributed to the split with congress. The mission said the breakdown does not end their task and the viceroy and mission will go to Delhi tomorrow to outline next steps.
At the North Carolina Jewish Association convention in Winston Salem on May 13 Mrs. Al Klein of Greensboro and Harry Doctor of High Point were elected to lead their respective groups. Paul Friedman of High Point was named president of the newly formed statewide Jewish youth group.
A military court in Dachau sentenced 58 operators of the Mauthausen extermination camp to hang and three others to life terms after a 38 day trial. The verdicts cited murder in thousands of Nazi persecution deaths and named August Eigruber among the leaders. The court declared the defendants fully responsible for gas chambers starvation and related crimes. A subsequent trial of 75 Nazi SS men for the Malmedy massacre is planned.
