Debenture Plan Casts Shadow Over Tariff Bill
Washington May 11. A split in the senate group favoring the debenture plan alarms administration leaders as to the fate of adding the proposal to the tariff bill. Debenture advocates plan to tack it onto the tariff measure if the house rejects the senate farm bill, risking constitutional questions over revenue legislation. Republican leaders fear a possible house coalition of democrats and middle western Republicans could block tariff action, though they believe such a coalition lacks broad support. The debate grows sharper as sentiment for the riders has reportedly gained since the farm bill inclusion despite Hoover's objections.
