The North Carolina House readies final passage today on a breathalyzer bill for drivers arrested for drunken driving. Supporters say it will save lives, while opponents claim it infringes on civil rights. The House cleared the bill on second reading.

Abbott Laboratories of North Chicago will construct a 448 million plant near Laurinburg to manufacture hospital equipment. The facility, expected to open in fall 1970, will employ about 300 workers and adds to the company’s two existing units at Rocky Mount.

The ILA strike began May 1 with no NLRA complaints filed yet. Union officials cited labor imported from South Boston Virginia and workers from Florida and South Carolina.
