New Weapons Could Add Danger Of War Warnke Says
AP dispatch from Washington reports disarmament negotiator Paul Warnke warning that advances in strategic weapons raise nuclear war risks and tempt a first strike. He spoke before SALT talks in Geneva with Soviet counterpart Vladimir Semyonov and urged progress toward a new agreement by October. Warnke outlined fears of MAD erosion as ICBMs grow more accurate and vulnerable, highlighting the slide toward unanswerable first strikes and the ongoing SALTII framework drafted in Vladivostok by Ford and Brezhnev.
