Dr Morris E Chavetz heads the new National Institute on Alcohol Abuse and Alcoholism as officials push a broader program.
Secretary of State William P. Rogers flew over Sharm el Sheikh with Israel's army chief of staff as guide and reported on the situation from the Sinai frontier. The Associated Press described Rogers observing the area and briefing on developments during the border mission.
