North Carolina Shuns Interstate Parole Compact
North Carolina remains outside the interstate parole and probation compact, with officials citing no clear benefits. Assistant parole commissioner William Dunn notes a gentlemen’s agreement covers cases across 18 states and the District of Columbia, while NC parolees are located nationwide. The compact, nine years old, has 25 initial signers plus 14 later joiners including Oklahoma. NC is described as having one of the best parole and probation systems, though some states push ex convicts onto it. The nine non affiliated states include Georgia, Kentucky, Mississippi, Missouri, Nevada, North Carolina, South Carolina, South Dakota and Texas.
