North Carolina weighs student loan plan to fund degrees
State Rep. Mary Nesbitt proposes shifting college funding from taxpayers to a state loan fund. In-state tuition would rise while the General Fund subsidy falls, with loans repaid after graduation from either public or private colleges. The plan aims to maximize space and spur student responsibility, citing current high subsidies and campus disengagement.

Guilford County to weigh land use policy and massage parlors
Guilford County Commissioners meet Monday at 9 a.m. in the courthouse to hear a public hearing at 10 a.m. on a proposed land use policy guiding rural development. Massage parlors were raised but action postponed due to a member's absence. Henry Revell will discuss rural recreation needs while officials note revenue-sharing declines and tax-supported programs. A Board of Equalization and Review will convene to accept 1978 property valuation appeals later in the week. The policy favors environmental protection, residential and commercial growth, services, intergovernmental cooperation, and citizen participation, urging growth as inevitable yet manageable with open spaces preservation.

Mayo River water plan faces riparian rights hurdle in Guilford
Col Dan McDonald told the Guilford County Interagency Task Force on Water Quality that a Mayo River intake could supplement scarce supplies with a reservoir and pumping, but riparian rights lack clear legislation and require water to be returned to the stream. He noted potential sources within the Cape Fear system and predicted demand will exceed local supply by the 1990s.
