Moscow via Tass urges China to join negotiations to normalize the Soviet Chinese frontier. The statement proposes resuming consultations begun in Beijing in 1964 and warns against actions that could worsen tensions. It was transmitted to Beijing through the Chinese Embassy in Moscow.
