Nixon and Kissinger Seek Breakthrough in Geneva Talks
report notes Kissinger flew to Moscow with optimistic hopes for a Geneva accord between the United States and the Soviet Union. Despite movement, officials say no breakthrough yet and discuss add-ons to the 1972 pact while focusing on missiles with multiple warheads. Concessions were sought on emigration and launch power, as talks shifted toward broader deals rather than permanent bans. Meanwhile, in a separate development, testimony in the Vesco case recounts alleged efforts to restructure SEC filings and erase details linking Vesco funds to the Stans temper.
