Maxwell Boosts Tax Classification

Raleigh dispatch reports Commissioner A J Maxwell argues a proposed constitutional amendment will ease the land tax burden. It would allow taxing non productive land at lower rates and bring intangible property into taxation, shifting some load from real property.

Tax classification would shift burden from real to intangible property

The article argues that shifting classifications of property for taxation could reduce farmer bills and boost revenue by taxing intangibles like bank deposits. It cites Kentucky’s switch from a one tax to a class system, showing large increases in listed bank deposits and overall tax revenue by 1928, and suggests North Carolina may experience similar gains and broad property inclusion. Also included are local High Point ordinances approving street parking ban on East Green Street and adjusting city budget with a new public service salary.
