North Carolina Faces License Tax Battle For Private Auto Tags
The Senate debates reducing license fees on private autos in a high stakes clash led by the roads committee. A 15 cent per hundredweight cut to a $12.50 tag and other proposals would shift revenue from highway funds to general funds, risking federal aid and road maintenance. The highway bloc seeks a 50 cent tag with possible future diversions, while critics warn of reduced highway funding and higher taxes elsewhere. The measure advanced to a second senate reading by two votes.

Bell Bill Sets Contingent Liability Rules for Mutual Insurance
Raleigh March 23 Special An important change in the law fixes how mutual fire insurance companies determine dividends and assess policyholders. Directors may vote on dividends for expiring policies and members owe proportionate assessments for losses if notified within a year after policy expiration. Policies may set contingent liability equal to cash premium or zero, but no company may issue policies without contingent liability unless a $100000 surplus exists. The total liability is printed on the policy back and reductions apply proportionately to all in force policies.
