House Kills Anti Whammy Measure In 74 35 Vote
RALEIGH The anti whammy bill was killed in the North Carolina House by a 74 to 35 vote after more than an hour of debate. An amendment removed the requirement that officers operate speed cameras in view of motorists. Representative Tom White of Lenoir led the measure, which sought to limit use of speed detecting devices. Ed Scheidt, Motor Vehicles Commissioner, called the provision ridiculous. Rep. George Uzzell offered the amendment to drop that requirement. White argued the bill protects fair trial rights for speeding defendants who might be unjustly prosecuted by a whammy. Rep. Phil Whitley warned that defeating the bill could endanger drivers. Other actions included the appointment of county school boards in 95 counties and health insur a nce bills from Sen. James.

Race Issue Drives North Carolina School Law Study
The Senate Education Committee resumes work on recodifying North Carolina public school laws amid a segregation debate. A memorandum from the Attorney General’s office is expected to address aligning recodification with a joint administration bill giving local boards power to assign students, amid findings from the Pearsall report opposing mandatory desegregation. The proposal allows appeal from parent guardians to local boards, then to Superior Court and the Supreme Court, with a House sub committee still debating sections.
