ARS brad appeals for a $10,000,000 equalization fund, arguing the move would provide actual net relief. He says repeal of the MacLean Law is needed to support schools and local teams.
Raleigh dispatch reports Commissioner A J Maxwell denouncing the MacLean general sales tax plan as shifting tax burden to consumption. He cites a 10 million equalization fund for schools and argues the bill taxes food and clothing, hitting all citizens, while reducing wealth taxes.
Elizabeth City March 21 Cabe Gilden alias Hickey was acquitted of killing three children whose bodies were found in a swamp near here in June 1927. Verdict came at 6 20 p m after a trial that saw state witnesses claim he confessed to slayings while he denied knowledge of the affair. The victims were Oscar Ames Frank Powells and Nell Powells ages 13 and younger.
BLUEFIELD West Virginia March 21 Wallace Wade former Alabama football coach now at Duke University and Cam Henderson of Davis and Elkins college basketball coach have been secured as instructors for the first annual coaching school at Bluefield College next summer announced tonight by athletic director B E Lenoir.
Police found Johnny Genaro, Capone South Side henchman, shot seven times in an automobile at 20th and Normal. Genaro, linked to Frankie Yale and James Belcastro killings, had been questioned by Eastern authorities but released for lack of evidence. The case ties to Moran-Ilio Zuta gang conflicts and other Capone associates amid deportation efforts.
In Sandidges Virginia Mrs C Le Vail lay in critical condition after a back yard attack as Amherst County officers with a large posse hunted a negro who escaped. In Brevard North Carolina Mrs Norma Shipman a 40 year old widow missing three weeks was located in New Castle Wyoming with Joe Bradley and Hoppy Brown who aided her in business. Sheriff Patton said the pair would have charges dropped if no new developments arise. The trio were said visiting Mrs Rossie Surrett and Mrs George Cureton in Wyoming. Shipman had left Brevard March 1 after visiting J R Glazener in Seneca South Carolina.
William G. McCulloch of Charlotte was elected president of the North Carolina Gideon Christian Commercial Travelers association at its annual meeting in Greensboro. Other officers include E. F. Craven, R. P. Rawley, Hugh F. Latimer, Hunter G. Smith as vice presidents. H. V. Cobb as secretary treasurer. W. B. Merriman as corresponding secretary. J. H. Slaughter as chaplain. The 1932 convention date to be set by officers. Forty seven Bible placements in hotel guest rooms across North Carolina were reported in the year.
Havana reports additional troops deployed as the Cuban government guards against possible violence over the next few days. An unnamed woman claiming to be wife of one of three men poised to assassinate President Machado, Clemente Vazquez Bello, and General Alberto Herrera said terror would begin tomorrow at midnight and end Wednesday.
Twenty six naval signals who have been on duty with the fleet left Panama City today for New Orleans en route to the naval air school at Pensacola Florida.

Raleigh March 21 The North Carolina general assembly approved a plan to revise the state constitution modeled on Virginia Voices from former Virginia Governor Harry Flood Byrd described a commission led rewrite and two companion measures by Senator Whedbee of Perquimans set to allow constitutional amendments via special elections and to establish a constitutional commission to study proposed changes, with submission to voters in a 1932 or 1933 election path.

The plan splits into sections as the House votes individually while Senate support grows for a 10 million dollar equalization fund for schools.
In Cleveland on March 21 Lee Sentman of Illinois broke the world indoor 50 yard high hurdles record with a 6.3 second win over Ohio State sophomore Jack Keller. The previous mark stood at 6.4 seconds.
Four Worcester couple pairs traveled toward easy marriage in South Carolina but were found sleeping in a Raleigh car near the city market with little money. Alice Nicklin Hazel Hodgman Leo Vincent Raymond Cummings were taken into custody as Worcester authorities were notified. Hazel’s parents wired for transportation money to return home. the others were released on request. Raymond agreed to perform a five dollar banjo number to fund their trip home. Raymond’s mother wired to come home, and Leo and Alice abandoned plans to marry in SC. Captain of Detectives Saunders warned against sleeping in cars on Raleigh streets.
Toledo March 21 Sinclair Lewis the Nobel prize winner said he was amiable after being slapped and returning for another. He noted verbal slaps hurt but facial slaps only left a sore head. He defended Dreiser while condemning foreign critics of America and praised American youth and early rising as middle western heroism.
John J. Raskob, Democratic National Committee chairman, urged both major parties to spell out economic and social positions for the 1932 campaign in plain terms. He condemned “unwarranted” searches of private parties under Volstead law, calling such actions indecent and an outcome of the eighteenth amendment. He urged a national vote on continuing or repealing Prohibition and Volstead provisions, advocating honest citizens openly sharing convictions.
Treasury officials noted a sharp slide in income tax receipts with Thursday showing 44,178,143 versus 70,653,867 year ago. Monthly total reached 239,123,981 against 384,835,426 last year, and the year’s cumulative 1,410,756,65,005 versus 1,637,487,667. Deficit fears grow as expenditures rise. Honolulu reports Second Lieutenant George C. Baker was killed when his aircraft crashed into the ocean off Waikiki Beach on March 21. The accident ends a training flight and the Air Corps unit announces the fatality.
About two hundred passengers from the Canadian Pacific liner Montclare were taken to the Cambrai shelter after the ship ran aground on a Clyde reef in heavy fog. Twenty mothers and their children were among those rescued as tugs ferried travelers from the Montclare which remained aground with heavily damaged bows while further relief awaited.
The Boston Post reports a narrow jail break miss by a hair when hinges were filed and six hacksaws found with inmate James S. Vincent, a 21 year old lifer. Vincent, already sentenced for life as an habitual criminal after a Concord reformatory escape, is in solitary as investigators review the incident.
Governor Henry Horton signed a bill placing a ten cent tax on each pound of oleomargarine sold in Tennessee. The measure passed the house last night and the senate today, and requires public eating places using butter substitutes to obtain licenses and display conspicuous signs and menu notices.
In Panama City on March 21 a U S navy amphibian from Coco Solo crashed in a heavy rainstorm between the Pacific and Atlantic approaches. Aviation pilot Paul Avil Wilson of Billings Montana and Seaman First Class George W Van Wegan of Minneapolis Minnesota died. the destroyer Mis gathered the bodies and wreckage. A board of investigation began to determine cause with Cristobal base pilots suggesting bad visibility.
Senator Borah urged immediate session for further relief as the Commerce Department reports 6,050,000 unemployed in January. Senator Wheeler accused the administration of delaying unemployment figures until Congress adjourned. The Peoples Lobby announced a Monday conference to push steps for a special session within weeks to address joblessness.
In New York on March 31, about 2,000 socialists held a mass meeting in Union Square calling for unemployment insurance. Communists heckled speakers, boisterous crowds clashed with police, and Jack Kaufman was cut in a scuffle over a knife drawn by a communist. The crowd marched through two and a half hours of speeches urging job guarantees or wage insurance.
