President Nixon sparks cross party and cross state backlash with a proposed 1.1 billion rural revenue sharing swap for 11 existing aid programs totaling 1.842 billion. Kentucky and West Virginia stand to gain most though concerns rise over effectiveness and adoption prospects. The plan would fold Appalachian Regional Commission and other programs into a new framework to aid rural America.

Rainmaking Secretly Aimed At Ho Chi Minh Trails
U S Air Force weather modification program codenamed Intermediary Compatriot began in 1967 to degrade the Ho Chi Minh trail network by seeding clouds during the monsoon. Reports claim increased rainfall and floods on trails from May to September while the Philippines drought relief effort later used similar techniques.
