The Truman administration works on a compromise plan to avert farm mood and surpluses. Brannan and the Agriculture Department weigh flexible price supports for nonperishables, consumer subsidies for perishables, and marketing programs to exclude low quality produce.
Raleigh March 16 UPAs preliminary inventory fixes the Broughton estate at 295 201 16 with the will filed for probate. The entire estate goes to widow Alice Willson Broughton who is named executor. Inventory items include bank deposits stocks bonds life insurance and real estate in North Carolina.
Franzo Jackson 42 was shot in the yard of his Rockfish area home as neighbor farmer Martin Grooms 56 fired after Jackson drew a knife. Jackson died later at Fayetteville hospital. Grooms held pending coroner’s jury verdict.
Senate debates a House rent control plan offering home rule over local rent controls. Senator Sparkman warns local option guts the bill while Senator Maybank predicts confusion. Banking Committee aims to have a bill ready for Senate action by Monday and seeks a united final measure. President Truman had requested a 24 month extension of federal controls. Woods remarks reflect hope for a stronger Senate bill.
Local police sought Carl Davis after he vanished Monday night from the High Point Ice and Coal office. A ransom note demanded $5,000 for his return, with witnesses reporting a car found near Leonard's Drug Store and a subsequent arrest of Charles G. Streeton of Jamestown during a mailbox rendezvous. Streeton denied involvement as detectives probed leads and the victim’s fate remained unclear.
Pittsburgh report says UMW district No 5 leader expects the two week stoppage to end by March 18 despite fears of a longer strike. President Lewis calls the period a memorial for 1948 casualties and protests Boyd appointment to the U S Bureau of Mines. 67 000 rail workers idle by week end as furloughs rise.
Washington reports indicate Portugal may join the proposed Atlantic security pact despite Lisbon objections about Spain's exclusion and bases in the Azores. Lisbon says no final decision yet and questions remain with the U.S. government. Portugal objects to peacetime base commitments and any group decision overruling its consent. Spain's exclusion could weaken Iberian defense.
Boston reports a distraught mother, Mrs. Ann F. Sullivan, pleads for her 14 year old son Gerald Sullivan kept in a dungeon like room for twelve years. Police say he escaped to the street. she faces neglect charges and claims she hid him to protect family reputation. Gerald, once malnourished and barefoot, is placed in temporary care as authorities decide his future with potential adoptions nationwide.
In Raleigh on March 16 the Senate rejected the minimum foundation program for public schools by a 32 to 13 vote after a minority report failed. The measure would have required 85 percent state funding and 15 percent local support. The session also moved to require all agency rules to the legislature and to reorganize the state highway commission with governor appointments plus two associates per division.

Shelby report says an eight year old boy, Jerry McSwain, was struck and killed while walking home with groceries after dark. A neighbor found his body beside a grill fragment from a 1941 Ford. The child is the son of Mr and Mrs Arnold McSwain.
Raleigh reports Governor Scott signed extradition papers for Clyde Jacobs, sought by Mecklenburg County authorities since December 24, 1919, on a murder charge. The request targets a New York fugitive list, with authorities aiming to secure his return.
In Washington on March 16 a Republican-Dixie Democrat coalition threatens major parts of President Truman’s legislative agenda. A Senate working majority could accelerate changes while a House coalition forced a home rule provision in the rent control bill extending the policy 15 months. Senate Republicans and Dixie Democrats agreed on a rule compromise to curb filibusters, risking civil rights goals and Taft Hartley act changes, as Southern lawmakers cheer the halt to broad administration plans. Senator Sparkman notes Southern reluctance to fully back the administration.
At a Tuesday press conference Governor Scott offered no date for the senate appointment. A printed list of 48 nominees was shown, including two women and two Republican leaders, spanning coast to ridge country. He said the list was not closed and no inside information exists. The event drew hundreds of school children to the governor’s office.

He weighed whether to campaign nationally for a stronger showing by his Democratic successor while a Senate committee blocked confirmation of Wallgren to head the National Security Resources Board, a blow he called a personal loss.
A large Piedmont warehouse fire in Danville Virginia consumed about 75 automobiles on the main floor. Flames damaged the roof as firemen fought to save nearby warehouses. Power lines failed, plunging much of the city into outage around 12:34 p.m. The blaze threatened eight local businesses in the Medmont area.
