President Truman told a joint session that the foreign policy and national security of the United States are at stake as he urged Congress to provide 400 million dollars and American military advisers to Greece and Turkey in the Mediterranean bulwark against Communism. Bulletin from Batavia says a Netherlands Indies air force Dakota, AH 3 DC 3, with two crewmen and three lived tigers aboard, disappeared on a flight from Batavia to Bandoeng. The last sighting was near Bandoeng at 9 30 am local time. Dutch searchers scoured the area until dusk without success.

MOSCOW March 12 British Foreign Secretary Ernest Bevin accused Russia of failing to destroy major German naval vessels and to treat Germany as an economic unit under Potsdam. Secretary of State George C Marshall aimed to win Soviet approval for early economic unification of Germany as four power talks opened. Bevin was to press Russia on the status of German prisoners of war.
British Foreign Secretary Bevin accused the Soviet Union of failing to report the number of German prisoners of war held outside Germany and questioned transfers of property in eastern zones to Soviet ownership as four power ministers adjourned their session in Moscow.
Authoritative sources say the British minister will press questions on Russians handling prisoners totaling about 3,000,000. Molotov faces a planned Welsh reply as Bevin’s aides craft a sharp response. Deputies tackle the Austrian treaty while German assets in Austria loom as a major issue.
Chicago reports Thomas Grady died yesterday in a south side garage fire that destroyed his tiny living quarters. A penniless Irish immigrant who arrived in 1911, he later became a millionaire through real estate. Pre crash estimates valued his holdings at about 3 million dollars. he had rented the garage since September to travel frequently. Firemen found a paper in the garage, and neighbors recalled his former mansions and world travels.
Cincinnati news reports Delmar Rudd, 19, pulled alive from a five story building wreckage at 9:15 a m after it collapsed. He believes his father Al Rudd, 45, is alive but groaning. Wally Peskin, 47, and Fred Elsaesser, 75, remained entombed in the 30 foot high mass. Delmar rushed to General Hospital after receiving a heart stimulant. firemen crawled through a hole to reach the trapped men.
In Cincinnati on March 12, rescuers brought Wally Peskin, 47, the fifth of six men trapped in a collapsed five story building, to the surface after 27 hours. He grinned at firefighters and shouted I feel like a million.

In Youngstown a 35-year-old woman is in custody after attempting to trample her four month old daughter to death citing too many children. Hospital attendants report the infant as in fair condition with possible internal injuries. A 14-year-old daughter says the mother asked for help to kill the baby before the assault.
In Los Angeles on March 12 two men were arrested on suspicion of murder after fingerprints identified the second of two women found slain yesterday, the third and fourth victims in two months in the area. Sergeant Robert F. Carney said FBI analysis linked the prints to a red-haired woman found along the San Gabriel river near Norwalk.
The House Ways and Means Committee opens its first hearing on a bill to cut income taxes by flat 20 percent. Knutson, the bill’s author, names Secretary of the Treasury John W. Snyder as the first witness amid partisan debate and protests of a steamroller tactic.

Secretary of Labor Schwellenbach urged outlawing the Communist party in America. Rep. Kersten and Rep. Hartley backed the move to kill the party, while a member of the Un American Activities Committee cautioned about Russia ties and driving communists underground. Schwellenbach said Communists should be barred from public activity including running for office and holding union or chamber roles.
Edward P. Flynn 41 executive editor of the New York Post and Bronx Home News died in a seventh floor apartment fire in New York. Police said he cried I’m trapped and jumped from a kitchen window as smoke filled the unit. Firemen contained the blaze. Flynn had previously worked for Baltimore Sun and New York Journal before joining the Post in 1936 and later directing its Washington bureau and national affairs.
Informants in Istanbul say Turkey needs American financial aid to keep its nearly one million strong army fully mobilized as a barrier against possible Russian encroachments. Turkey has maintained full mobilization for seven years with a large share of national income spent on border defense east of the Black Sea and along the Turkish Bulgarian frontier.
President Truman calls for a $400 million aid package for Greece and Turkey to preserve integrity and support reconstruction. He proposes $250 million to Greece and $150 million to Turkey, plus authorization for civilian and military personnel, training, and supervision of aid usage.
