The Senate passed a landmark civil rights bill aimed at ending racial barriers in four-fifths of U.S. housing. The compromise measure includes anti riot provisions, federal protection for civil rights workers, and extended constitutional guarantees for American Indians. It goes back to the House, where fate is uncertain.
South Vietnamese infantry reported killing 102 enemy troops in a northern frontier fight as North Vietnamese gunners blew up tons of ammunition at a U S Navy base near the DMZ. U S reports cited light American casualties with several outposts hit and several fires in stockpiles.
Rioting convicts at the Oregon State Penitentiary burned large portions of the facility and freed four guards. George W. Randall, director of corrections, agreed to remove warden C. T. Gladden. Damages were estimated at six million dollars as reconstruction plans began and a special legislative session was discussed.
In Saigon six provincial chiefs were dismissed for inefficiency or corruption, including the Hue leader. A seventh chief was replaced for health after an ambush injured him. Lt. Col. Phan Van Khoa, criticized for hiding in civilian clothes during Hue’s fall, was replaced as Hue mayor.
