A major Birmingham fire in the downtown business district injures 24, including 20 firefighters and 4 spectators. Property damage totals 3 million dollars as every city and suburban unit battles the blaze, with help from Bessemer Fairfield Tarrant and Homewood. An emergency station opens in a department store basement for treatment.
In San Juan Mrs. Franklin D. Roosevelt toured squalid slums, spoke with poverty-stricken residents, and met welfare workers to discuss relief changes. She observed dirty water pools, malnourished families, and unclean homes, praising residents' self respect and urging a plan to end unhealthy slum conditions.
Washington March 10 Schenley Products Co claims first place in cutting hours to meet the National Recovery Administration program in a telegram to Hugh S Johnson.
Southern Democrats steer the Bankhead compulsory cotton control bill toward House passage despite Republican charges of regimentation. The measure would cap marketing of this year's cotton crop at 10,000,000 bales and was expected to pass Tuesday with Roosevelt endorsing its principles.
President Roosevelt ordered consolidation of federal liquor enforcement and taxing agencies. About 900 workers would move from the justice department prohibition division to the treasury internal revenue bureau, forming a 1600 strong force to handle liquor enforcement as the 18th Amendment repeal changes laws.
At an Atlanta conference March 10 and 11, Harry L Hopkins and 12 southern state representatives discuss definite rural relief programs for farm rehabilitation in the Southeast. The plan aims to start after CWA demobilization, around March 30, with group studies and a final report. Representatives include North Carolina’s Mrs. O’Berry, Dr. Roy M. Brown, Dr. Howard Odum, and Dr. Clarence Poe.
The North Carolina treasury shows a net cash balance of 6 465 194 90 at February end. The general fund has a 4 339 414 75 overdraft while the highway fund carries 9 461 023 79. Outstanding warrants total 324 588 22 and disbursing accounts 1 018 997 64. General fund receipts 1 667 084 89. disbursements 2 652 221 98. a January deficit of 3 354 277 66 carries over. Highway disbursements 3 098 895 45 against 3 362 841 66 in receipts and 9 197 077 61 carried over.
The executive order abolishes the Bureau of Industrial Alcohol and moves powers to the Internal Revenue Bureau. It also transfers the Prohibition Enforcement Bureau from Justice to Internal Revenue and preserves the attorney general’s remit over enforcement and penalties. Transfers of records and staff occur without pay changes.
Atlanta reports that Bobby Jones will enter the Masters at Augusta with a Hampshire hog’s hind leg for luck after a fan promised to send the prized left hind leg. The note mentions Jones receiving much fan mail as he prepares for competition.
Former gangster Costner testified in Badi Banghart trial that he took part in a $110,000 mail holdup and named two Touhy gang members as accomplices. He received $25,000 and said Banghart was in Charlotte the night of the crime, while Conners and Schmidst fled justice in the kidnapping case.
President Roosevelt ordered sharp curtailment of the army air mail service after ten deaths in twenty days. He warned Secretary Dern the plan relied on army pilots while most fatalities occurred during training or en route to mail duty. Lindbergh spoke with Dern about improvements and potential White House contact.
Four Brevard men convicted of banking law violations reportedly fled toward Raleigh to begin two year sentences. A Washington attorney’s bid for a U S Supreme Court stay failed, and NC Supreme Court Chief Justice said no further action was received from defendants or counsel. Washington March 10 AP strict regulation of water and motor transportation under the Interstate Commerce Commission is recommended to Congress by Joseph B Eastman transportation coordinator. He calls for laws to bring steamship lines and truck bus operators under the commission to curb rising capital in transport modes and to protect wages rates and industry.

Paris March 10—France moves to expand its air power with 980000 francs in new aviation equipment for 1934 and 1935 approved by the finance committee. General Victor Denain said the program aims to grow military and civil aircraft to 6,000 by year end. France now fields about 5,300 planes. A three billion franc bond was proposed to fund full security in air, land and sea.
Col. Charles A. Lindbergh met with Secretary Dern to discuss army aviation needs and procurement efficiency. Harry H. Woodring attended, amid investigations into war department aviation purchases. A luncheon and roundtable with General Douglas MacArthur followed the private talks. Dern praised Lindbergh as a foremost aviation authority.
