London dispatch reports a speaker telling soldiers and workmen that a ring of iron surrounds Revolutionary Russia and that Germany has captured Jamburg east of Narva while a Turko German offensive continues beyond Trezib despite German claims of a halt to hostilities.
Reports indicate renewed trench fighting and artillery bombardments from Flanders to the Vosges as German raiders push along the line while raids are repelled by French forces. German advance into Russia paused then resumed to consolidate peace borders. Moscow speakers claim Russia faces a ring of iron from German demands.
Washington, March 28. Officials said delay in the second draft is due to uncertainty over quota allotment method. The provost marshal general has prepared schedules under each system and expects amendment to base state quotas on class one. About 800000 men may be summoned gradually this year to fill vacancies and organize the army, with a first call in April before June 1.
Washington announces authorization to purchase 65 682 acres in the White Mountains and southern Appalachians for inclusion in the Eastern National Forests. Nantahala area in Macon and Clay counties North Carolina gets about 38 000 acres in fur tracts—the largest single locality purchase yet sanctioned. Additional lands total 2 700 acres across Avery Buncombe Yancey and Macon counties in North Carolina.
Mayor William P. Ragan names J. W. Harriss A. B. Alexander J. C. Hill Elwood Cox Major L Sin clair J. H. Adams M. J. Wrenn Fred N. Tate W. P. Pickett and J Edward Kirkman as delegates to the Birmingham Ala congress April 14 17 with attendance expected from 16 southern states. The event promotes health food and labor to win the war with federal state and international representation and a national crusade to fight disease and boost production.
Paris officials reported fifty new relief posts in the city and suburbs to treat the wounded or gas victims. Daily warnings and guidance on alarms spread official support to rumors as Parisians kept windows open blinds shut and lights out amid gas mask guidance and rising mask sales.
Fort Worth reports the death of Burton Harlburt a Royal Flying Corps cadet after a landing attempt this morning. An instructor in the back seat escaped injury making Harlburt the 35th cadet killed at the station. His mother resides in Prescott Ontario.
Winston-Salem on March 7 news reports the arrest of Napo leon Spencer an 18 year old black man charged with murdering Mr and Mrs Harvey Hester near their home two miles east of the city. Police took Spencer to a state prison near Raleigh amid strong local sentiment, with circumstantial evidence cited and sightings near the Hester home.
In Winston Salem on March 7 an unidentified intruder entered the Hester home and shot Mrs. Harvey Hester who died later. The husband, alarmed by screams, was shot on the porch as he ran to help. Five shots were fired. Mrs Hester died at a local hospital and her husband lay dying on the porch. bloodhounds were used to pursue the suspect.
Local draft statistics show 60 percent in class four and 28 percent in class one. About 500 men are in class one with 76 percent physically examined and 73 percent qualified for general service. Occupational cards will be prepared by volunteers from the city schools.
Walter Camp secretary of the Committee on Physical Reserve announced three local appointees named by Mayor W P Ragan. Dr H W McCain Dr W J McAnally and W D Brooks join the group tasked with improving the fitness of registered men to enlarge the army if needed.
Major George L. Peterson of Camp Jackson quartermaster staff remains free as Raleigh authorities seek arrest on embezzlement charges. No order issued. permission from Camp Jackson commander General Melver needed. Police and sheriff say no arrest action until authority arrives. Colonel Bell declines comment.
Washinton March 7 steel manufacturers petitioned the government to set fixed prices on all inputs used in steel production to stabilize the overall price of steel.
Solicitor Herbert E. Norris said he will not move to bring Major George J. Peterson back to North Carolina until he is arrested in Columbia where he serves in Camp Jackson. Requisition papers will follow once Columbia authorities seize him, and an officer will move him to Raleigh. Norris also asked that Peterson not be granted leave of absence.
By mid next week High Point township will complete its first draft quota of 89 with eight white men set to be entrained for Cenego Jackson South Carolina tomorrow afternoon. The group includes Randall N. Mann Fred H. Thorner R T Hood Joseph Worth Ivey Marvin Floynd Benton W Manly and Charles G Shaver. Seven more white registrants and 33 Negroes follow to finish the quota. Proctor unlikely to appear after recent eight year Virginia penitentiary sentence for highway robbery.
Chairman A. Tate of the local exemption board reports a letter from Governor Bickett saying farmers and farm laborers registered in class one will not be drafted before July 15 or later. The delay aims to protect crops and reduce idle acres as food production proceeds.
In Roanoke Virginia on March 7 Emma Wes Trumbo died from a pistol wound inflicted by her husband on Monday night at her brother’s home in Bedford County. He killed her father W T West and wounded her mother and brother Allen West. Trumbo is jailed in Lynchburg and a special grand jury will review charges.
David H. Hayworth and George W. Morgan, draft registrants from High Point, both qualified for general service, have been sent to Kelly Field Texas under the induction call for experienced automobile mechanics. They will be attached to the aviation section and expected to serve abroad after training. The induction call limited numbers to meet General Pershing's requisition, and the local board will credit the two men on the next draft quota.
The American casualties during the past several days have been extraordinarily slight as the sector remains one of the quietest on the front.
The War Department approves a six division army corps plan based on the three line trench method in France. Three or more corps form a field army and Pershing will decide the number of corps and field armies, with commanders to be named for higher units.
A. Mitchell Palmer presented to Congress a plan to break up German interests in the United States and reassign them to private hands after the war. Legislation would attach to the urgent deficiency bill authorizing sale by Palmer with proceeds held in the treasury until peace terms. The measure faced Republican opposition on a related ship property title.
An American staff colonel and an American captain captured a Prussian officer while with a French raiding party near the Lorraine front. A German raid on the new sector Monday night was repulsed with losses as American forces train with French at the Chemin des Dames, facing the enemy for the third time.
