Ed Kemp and Alex McMahon proposed a process to cut the number of local bills per session. McMahon noted counties want practical home rule and flexibility in local governance. He cited 1957 data: 631 county measures reviewed, 99 unnecessary, 20 unconstitutional, 250 could be trimmed if counties controlled salaries and personnel.
