Washington March 1 AP Assistant Secretary Andrews of the treasury urged creation of a commission to study prohibition in all its aspects. He said a thorough economic social and other phase inquiry was needed before enforcement could be judged effective and urged appointing a non partisan body with wide powers to guide policy. He noted current congressional probes may lead to such a commission and warned that enforcement test requires adequate judiciary and police resources.

Twelve Firemen Escape Blast in South Side Frame Building
In Chicago on March 1 twelve firefighters escaped death by seconds when a tremor warned them to the street before a blast leveled a two story frame building. The explosion, possibly a dynamite bomb, shattered windows and left the area strewn with burning debris.
