Stringent measures already being studied aim to lower city spending next year as the City Council reviews a $47 million budget for 1976 77. Proposals include a motor pool curbside garbage service cuts and stronger hiring freezes with attrition driven pay plans to reduce personnel and vehicle costs while preserving civil service protections.

The Guilford County Grand Jury reported overall conditions at the county's new jail to be most satisfactory after reviewing complaints raised by the NCCLU. It praised cleanliness in kitchens and living areas, noted 24 hour nurse coverage and nearby medical access, and deemed visitation and movement not overly restrictive.
Cyrus L. Brooks, former Rocky Mount city manager, has been hired as High Point city manager to replace Harold Cheek who retired May 31. Brooks, 43, will start Aug 2 at 35000 annually, after council held a late May meeting to pick between him and another applicant.
Two high painters were elected to key civil service commission posts at yesterday’s annual elections. William H. Hawley became chairman and Fred Yoder was named vice chairman.
Greensboro High Point Airport Authority will study a possible bond issue to refinance hangers and facilities used by two fixed base operators at the regional airport. The study, in an amendment to planning contracts with Landrum and Brown, accompanies a 1976 77 budget and a capital outlay program for grading the new terminal. Executive session discussed rents and charges, noting a 11 percent rent increase to 5 cents per square foot and a 20 percent rise in fuel flow fees from 4.9 to 4.8 percent. The authority also plans to buy 22.63 acres on Campdale Road at $2 000 per acre.
A High Point man assisting a spill near N Man Street was robbed after he was struck and stabbed. The assailant stole a $9.30 wallet containing cash and cards. Other incidents include knife and bottle assaults on youths, a burglary at Norge Laundry, a stolen motorcycle and a recovered truck, with several shop and vehicle thefts reported at local businesses and residences.
Four people were taken to High Point Memorial Hospital after a two car crash at Rotary Drive and Ridgecrest Drive Monday around 3:45 p.m. Dan Blake Carter age 46 from Burton Avenue and his two passengers Stephen and Darin Blake were treated and released along with Donna Tuttle Hendrix of Kernersville.
J Sonny Scruggs Jr has been named a division chairman for the United Way Campaign by Dr Murphy Soburne sborne. Scruggs of High Point Bank and Trust will work with pledges from employees of manufacturers and producers in High Point. He led that division in 1975 and has five years of United Way activity.
Mrs Dusty O Herron wife of gubernatorial candidate Ed O Herron attended three coffee meetings in High Point with area Democrats. Voters estimated at over two hundred attended the gatherings to hear her remarks and support the campaign.
