Integration Progress Discussed at Duke Law Conference
Don Shoemaker of the Southern Education Reporting Service outlined the South's era of litigation and legislation on school desegregation. He noted progress in the District of Columbia and six border states, with spotty or no progress in the deep South and mid-South, and cited about 540 districts adopting desegregation and over 256000 Black children in integrated settings. John J. Parker of the Fourth Circuit asserted the Constitution as the supreme law and urged enforcement by the courts.
