Debt Readjustment Plan Emerges For High Point City
Finance committee led by John S. Pickett reports a tentative debt readjustment plan for High Point to the city council after extensive talks in New York with note and bond holders. The plan shifts $8.5 million in short term notes to 30 year bonds and refunds about $1.5 million serial bonds, with staged interest rates intended to yield about five percent over 25 years while preserving bondholder value. The city seeks to extend debt service within its revenue projections and requires creditor acceptance, council action, and wide cooperation beyond negotiators. The finance group includes Councilmen Amos and Briggs, City Manager Knox, and Mayor Grayson, with earlier participation by Powell.
