Prison labor urged for North Carolina highway work
Reporters and legislators visit Caledonia prison farm as Santford Martin and Governor Gardner push use of convict labor in highways. Officials say costs would rise in idle prisons unless the legislature mandates convicts on road projects, with potential annual savings for the state.
Prison labor eyed to reduce highway costs
State prison officials say idle prisoners cost $200,000 a year and could be kept busy by highway work. Contractors cutting labor costs could benefit from prison labor, with skilled crews at $2.50 a day and unskilled at $1.80 to $2.00. Nelle Teer of Durham touts convict labor after seven months, leading Governor Gardner to back expanded use before the next general assembly.
